SPS 2024 Solicitation of Interest for Service Proposal

Southwestern Public Service Company (SPS), an operating company subsidiary of Xcel Energy Inc., is issuing this Solicitation of Interest for Service Proposal (SIP) (PDF).

SPS highlighted the expected continued transition of its generation fleet over a 20-year planning period in its 2023 New Mexico Integrated Resource Plan. The changes include retirement of coal-fired generation (1,080 MW) and aging gas steam generating units (521 MW), build out of renewable energy generation, evolving resource adequacy requirements within the Southwest Power Pool, and a continued need for firm peaking and load-following resources.

In response to these changes, SPS issued an all-source request for proposals (2024 RFP) to seek firm proposals for projects that will provide accredited capacity with in-service dates from 2028 through 2030.

SPS issues this Solicitation of Interest for Service Proposal (PDF) for firm natural gas transportation service to a potential generation site to achieve the expectations highlighted in the 2023 New Mexico Integrated Resource Plan. The location of this potential generating site is in Gaines County, Texas, southeast of Hobbs, New Mexico.

  • Proponent provides notice that it will submit a proposal: Dec. 20, 2024
  • Service proposals (XLSX) due: Jan. 3, 2025
  • SPS reviews proposals and selects finalists: around Jan. 24, 2025
  • SPS has discussions with finalists to select proposal, subject to Xcel Energy management review and approval: Q1 2025
