2024 Colorado Just Transition Solicitation

Xcel Energy is committed to delivering essential energy that is safe, reliable, cost-effective and increasingly clean while driving positive change for people and the planet. Our Just Transition Solicitation is the next step in Colorado’s clean energy transition, kicking off a multi-year, two-phased process to identify new power generation to replace retiring coal units and meet customers’ forecasted energy needs – while supporting our workforce and communities.

Phase 1 sets expectations and establishes practices and protocols to evaluate power generation project bids received during Phase 2. Specifically, in Phase 1, the Colorado Public Utilities Commission will closely examine:

  • Methodology and modeling used to forecast exactly how much power generation is needed and determine what is driving increased electricity needs.
  • Bid criteria and evaluation standards for proposed power projects.
  • Community and workforce transition policies.

During Phase 2, we will launch a Request for Proposals to solicit new power generation from developers. The Commission will ultimately approve future power projects from a portfolio of options submitted from among the bids we receive.
