What is the Integrated Resource Plan (IRP) Process?

Xcel Energy is required to file an Integrated Resource Plan (IRP) with the New Mexico Public Regulation Commission every three years. The IRP covers a 20-year planning period. Xcel Energy requested to file its IRP earlier than required by New Mexico rules to meet resource needs and address resource adequacy issues in a timely manner. Xcel Energy filed its IRP on October 13, 2023 (PDF)

Facilitated Stakeholder Process Background

In November 2022, the New Mexico Public Regulation Commission (NMPRC) put new procedures (external link) in place for the state’s investor-owned electric utilities to follow to engage stakeholders in developing their 20-year Integrated Resource Plans (IRP). Xcel Energy filed its plan on October 13, 2023 (PDF). The PRC appointed Gridworks (external link) as the independent facilitator to lead a stakeholder process intended to advise the utility and reach a potential agreement on two key elements of the IRP – the statement of need and action plan.

If you want to participate in the IRP process, sign up to attend one or all of the IRP Stakeholder Engagement meetings.

2023 Dates Time Venue Purpose Register
May 16 2 p.m. to 4:30 p.m.  Zoom Orientation meeting. Begin creating a shared foundation of knowledge about the Xcel Energy system. Hear from stakeholders about how they would like to engage going forward. Share plan for next 5 months.  Register
June 1 2 p.m. to 4 p.m.  Zoom Continue building a shared foundation of knowledge. Preview working group opportunities for upcoming workshops.  Register
June 13-14 12 p.m. to 5 p.m. first day and 9 a.m. to 3 p.m. second   In person (location TBD) Develop content for Statement of Need. Build a shared understanding of modeling limitations. Begin discussion of scenarios, futures, and sensitives to inform modeling.  Register
July 6 1 p.m. to 5 p.m.  Zoom Modeling Forum, Review modeling results to date and select any additional model runs. Enable those who wish to run models with the tools to do so.  Register
August 1-2 12 p.m. to 5 p.m. first day, and 9 a.m. to 3.p.m. second day Hybrid Meeting (Hobbs. NM. and via Zoom) Assess degree of consensus around the Statement of Need. Discuss all modeling results and formulate input for Action Plan.  Register
August 29 2 p.m. to 3:30 p.m.  Zoom Assess degree of consensus around the Action Plan.  Register
Sept. 13 1 p.m. to 5 p.m. Zoom Focus on developing input to Xcel Energy/SPS Integrated Resource Plan and asses the level of agreement on SoN and develop input to the Action Plan  
Sept. 21 (tentative) 1 p.m. to 5 p.m.  Zoom Review key issues being addressed in IRP, pose any outstanding questions of stakeholders.  Register
